Parallel.sty achieves something of this. You'd be best served I suspect gathering together a group of people w/ similar needs and paying David Kastrup to finish up a LaTeX package/output routine which he's begin developing for this sort of thing---Bob Kerstetter is one person you could contact (check the TeX on Mac OS X mailing list archives), and there are a couple of people who posted to comp.text.tex a while back....
