No, the problem is in latex-xft-fonts and Qt. When running in russian locale, Qt refuses to load fonts from latex-xft-fonts, due to a strange way Qt uses to detect which fornts should be available for application. As documented in README in latex-xft-fonts, it is a known problem that trooltech refuses to fix.
