I guess you did read Herberts TOC layout page? I don't think that what you 
wanted to do is easy (or possible at all) in LaTeX. Did you ask the 
experts on the TeX newsgroup?

BTW, you can add room for exactly one additional line to a page with 
\enlargethispage{\baselineskip}.
