Yes, according to that site, there are three versions to download. Are you using the one called "lyx-1.3.5-win32-nc.exe"? Also, latex.exe comes with miktex. If you can't run latex from any directory in your command prompt, I'm pretty sure you need to add the miktex bin directory to your windows PATH variable so LyX can find miktex. (see my thread "LyXwin not finding miktex")
