I discovered that the problem was basically this. I had used Cervisia to try and download the sources (because CLI cvs scares me :p). I must have chosen the wrong branch (or just generally screwed up) but now I've used the CLI cvs commands detailed on the website, I'm fine (and, in fact, using LyX for Economics homework as I write this).
