Hi Eran,

I will play the devil's advocate here and ask, "why?" 

If the quotes are important enough to appear in the main body of your 
doument then you must intend that they be read by all readers. If so, 
then why not make it easy and set them in the same font size? If they 
are only intended to be optionally read then why not put them elsewhere 
(endnotes, appendix, etc.) or eliminate them entirely (paraphrase, 
etc.)?

(Just offering another opinion.)
