I take the opportunity to express my discontent with this form of access
management.

 It discourages users from adding new contents and kind of beats the
point of having a wiki. I can't honestly tell if I'd bother uploading my
layout files had this system been in use at the time.
 People should be able to upload contents without having to subscribe to
mailing lists, and without the inevitable delay of human-moderation.

 From my (limited) experience, wiki spam can be reduced to harmless
levels by other means, such as CAPTCHA, mandatory login for uploads, and
automatic content filtering using regular expressions.
