I just tried this with lyx-1.5svn and koma-report:
1. Make a new document, change the type to report(koma-script)
2. Make the title.
 a) First, insert the graphich into the title itself.
 b) Press ctrl+enter to get a second line in the title, under the graphic
 c) Type in the title text you want

This gives you a two-line title, with the graphic centered above the text.


If you want more air between the graphic and the text,
insert a box/minipage around the graphic.  Use whatever size you
need for the minipage, and position the graphic properly inside it.
You can then get exactly as muxh white as needed by tweaking the
box size.  Use view->pdf or similiar to check how it looks while tweaking.
