IMHO, there is not much advantage to have RCS capability integrated into LyX. If I were you I would just use SVN and use TortoiseSVN for windows people. TortoiseSVN is integrated with the shell, is very easy to use and works really well.

I agree with Abdel - TortoiseSVN works well, and once it's set up it's really easy to use.
