I think you'll have to edit <lyx>/Resources/ui/stdmenus.inc. Scroll
down to the help section at the bottom and add something like
Item "Reference Manual|R" "help-open Reference"
(suitably translating "Reference Manual", I suppose).
There is a disclaimer that the reference manual is quite out of date.
That could be why it has not yet been translated.
