These are called ``rules'' in printer's parlance.

Some dingbats / ornaments can be used as such as well, so check out ornament fonts.

2. Decorative separators between paragraphs, sections or on-demand. You know the kind of thing, three stars or a leaf to break/mark spaces between things?

Memoir has explicit support for these, see ``plainfancybreak'' in the manual.
