Kludge alert: Put LaTeX ~\\[2cm] at the start of each footnote's text, or perhaps change the footnote environment to place that before the footnote's text, or if that doesn't work perhaps construct a character style that does the same thing. These are ugly kludges that should be considered last resorts.
