It seems that the elsarticle class doesn't allow to use hyperref. But this is not problematic because Elsevier will in every case reformat your journal submission. They will decide to make a real hyperlink out of your URL or not. You can therefore insert your URL as normal text. If you prefer a special formatting of your URL, you might try out the LyX menu Insert->URL.
