Your image works fine for me in LyX 1.6.7 and also in LyX 2.0svn using pdflatex and standard settings for MiKTeX 2.8.
I think it is a quirk with XeLaTeX under MikTeX.

Unfortunately, using pdfminor version did not help resolve the problem. It looks as though XeLaTeX doesn't respect the command.
Then it is indeed a problem of XeTeX. You should report that on the MiKTeX users list. I guess they have a solution for that or know if the upcoming MiKTeX 2.9 will fix this.
