But that's the point, my /usr/share/texmf/web2c/texmf.cnf file
includes:
TEXMFHOME = $HOME/texmf

but apparently none of these environmental variables is set, i.e
echo $TEXMFHOME
yields a blank line.

What do I have to do in order to get these environmental variables set?

You can put the files into /home/alobo/texmf/tex/latex/, if you wish assuming that TEXMFHOME points to $HOME/texmf/.
