That means you might need to install it (the alternative is that it is installed but it is not being found). The package is located here: http://www.ctan.org/tex-archive/macros/latex/contrib/etoolbox/ I don't know how you install packages in MiKTeX but it might be easier for you to install it from MiKTeX instead of doing it manually. Also, modernCV.lyx has been changed recently. Maybe those changes will fix your problem.
