Plzip requires functions unavailable in MinGW[1], and therefore needs to
be patched before being compiled for Windows. This is why it is
difficult to find someone willing to compile plzip binaries for Windows.
(I do not use Windows).

I have found plzip binaries for Windows here[2], but I can't offer you
any guarantee that they will work.
