It's unlikely that the missing capacitor would cause a no-boot fault
that occurs 100% of the time. These capacitors are designed to provide
a path to ground for the switching noise coming from the adjacent
logic chips. This is good design, but very often not strictly
necessary; I would expect your system to still boot somewhere between
often and occasionally with this cap missing.

What else have you done to troubleshoot the system?
