Have a look at some of the archived issues of Portable-100 magazine. The OWL was advertised there. It consisted of a M-100 and interface package all mounted in a weatherproof housing.

Arduino wasn't even a glimmer in its inventors eye when OWL was around. :-)

There are model 100s that were used solely for that purpose. I think it was called an OWL, Outdoor Weather Logger. So that's a good place to start at least.
