example: a set of projects share a version, and that version is bumped. None of
the projects are deployed to the remote or local repo.
Attempt a reactor build to put them all in the local repo in order. However,
those depending on other projects inside the reactor cannot discover their
metadata in the repo as it isn't there yet.
