switched the maven bootstrap and root-pom over to work with
test.maven.codehaus.org (the new repo/repo-layout)
added <layout/> to the repository element in the maven.mdo
added a pluginRepository configuration to the super-POM
All of this amounts to taking the new repo out for a spin. Based on today's
work, we can be sure that maven will build (and so will marmalade, incidentally
:) using the new repo and the new repo layout.
