m2 should use an internal repository

instead of lib, it would be great to have an internal application repository
that could be used as a fallback to the local repo and accessed consistently.
This should be a general plexus app thing, and perhaps we could convince
classworlds to be able to find things by id/version instead of paths to
construct the realms. Alternatively, the assembly can create a correct
classworlds.conf.
This should mean that Maven doesn't redownload all the JARs from it's lib
directory as it does at present.
