such I can't install the maven 3.0.3 runtime or any other plugins.

Currently the only way I have found to get to the UI is to change the pom to 
add a plugin that is not overed by m2e out of the box and then choose "Discover 
new m2e connectors" from the quick fix.

Is there an RTFM I'm missing?
