Using plain m2e-wtp doesn't create the WEB-INF/lib folder.

However I can see the same problem when the JSF configurator from JBoss
Tools is enabled and applied to the project.
I created https://issues.jboss.org/browse/JBIDE-11413 to track that bug
down.
