I did not check bundles, but at least com.basistech.m2e.code.quality.pmd declares [1.0.0,1.2.0) m2e dependency version range according to p2 metadata of [1]. You need to update m2e dependency to be [1.0,2).
Also, you probably need to make net.sourceforge.pmd.eclipse.plugin plugin and other dependencies available from your update site. This way users will be able to install pmd plugin directory from m2e discovery catalog even if the do not already have net.sourceforge.pmd.eclipse.plugin installed.
