That is because Samsung was the only one who had access to the source code till December 2011, so that they could produce the next Google Nexus phone. On another note, the Sony Ericsson Xperia series will be getting ICS in March/April of this year, not sure about the HTC Desire Z or other, non-qwerty phones.
