Eyes Free Shell is it's own accessibility solution.
It needs a screenreader, like spiel or TalkBack on the phone to work.
It does not require Mobile Accessibility, in fact you can have them both
installed on the phone without any problems.
You could build an accessibility solution using
Eyes Free Shell (free)
Spiel (free)
and
Svox voice synthesizer (free, but voices for svox cost $2.95)
for the grand total of $2.95
There are other accessibility free apps like Eyes Free Dialer, that are worth
a look.

There are, however, no little add-on apps to manage contacts, calendar, phone,
etc.
You would need to learn the apps on your phone, or try one of the many other
alternative apps available.
