I have the Motorola 4 Android that has a keyboard when you slide open the
touch screen.  However, however, I can't get MA to speak to me after I get
into APS under applications and settings then open APS, MA stops speaking
once I get into that final APS screen.

You are doing everything correctly.  I don't think there is a setting in 
menu to start automatically on boot up, but the work around I use is to 
go to apps, settings, applications, keyboard shortcuts and make an 
assignment.  Then when I want it, I open up the keyboard, and press the 
search key and the key I assigned and it starts it up.  It is like siri 
in that respect since often times you don't want it to take control of 
your phone.  I hope that helps.

depends on the carrier, photon q for sprint, droid4 on Verizon, Samsung 
relay for t-mobile.  I don't know of one on at&t though.

It depends on the carrier. The motorola photon q lte 4g on sprint is
current, reasonable price and fairly decent hardware. . The droid 4 is
probably the best on berizon (i dont think it is running current android
though). Tmobile also has a cople decent options
