I amsorry, I misunderstood your question. When the phone rings,
unless your screen is unlocked at the time, you generally won't hear an
announcement. If your Bluetooth device plays a sound when a call comes
in, this sound overrides caller id anyway and you need to get a blue
tooth device that announces calls or at least the number if you want this.

which uses the android tts. however, the speech still mutes when the phone
rings while the bluetooth is connected.
