Can you see the ma home screen? If so, go to settings from there, then
to screen reader, and make sure that speaked system notifications is
checked.
If you are going to apps and settings from there, you have another
problem and you will need sighted assistance to fix. If this is the
case, have the sighted assistant go to accessibility from there, and
make sure accessibility and mobile accessibility are both checked.

Mobile Accessibility is working just fine. However, I somehow managed
to disable the speech when I press the power key so that I can turn
off or restart the phone. I know you have to get into the phone app,
