the first time you ever power it up it should be. I had sighted help so I didn't need to attempt that. Try powering up your phone, start a half an inch from the top on the left side, draw the rectangle from left to right, down the right side to about a half inch on the bottom, and right to left to the left side of the screen. Finally draw up the left side of the screen ending at the starting point and it should activate.

If you successfully launch talkback by drawing the rectangle at the setup screenthen everything should be activated. Just follow the tutorial that follows after it is initialized. If you cant get the jesture to start speech or you are pass the setup screen then you will need assistance to turn it on under accessibility. Make sure to activate explore by touch along with talkback.
