If Bluteooth is on the the next thing is to check if you made a selection
in the MS > Settings > Braille Settings > Braille device, there it shows
all the Bluetooth devices paired with your phone and you must select the
Braille display you wish to use.
Your phone status for Bluetooth don't matter, not an issue if it is hidden
but you must have the Braille display paired.

Bluetooth is already on. However, the option that made my phone visible to
other devices was off, so I pressed enter to turn it on. I assume this is
