Hmm. I've never used that particular version. So I'm not sure what could be going on, and if it has anything to do with the version or not. But you should be getting speech at least in the suite.
You can keep them both on, and I find that talkback dominates anyway outside of the suite. That's all I can suggest at this point. Maybe someone else might have a thought. But that's my experience.
