The MAAS jobs in the QA lab jenkins instance are now running successfully. The issue was that I missed the following configuration step: sudo htdigest /etc/cobbler/users.digest Cobbler test which adds the user test to the cobbler authorized users. You can see the successful run here: https://jenkins.qa.ubuntu.com/job/maas-trunk/480 I disabled the EC2 instance jobs and will turn the machine off tomorrow if there are no further issues.
