Identify the VLAN that MAAS discovered on the rack controller in your test rack. Visit that VLAN's details page on the "Subnets" tab. Use the action button at the top right header of the page to select "Provide dhcp". Configure your DHCP options and click "Provide DHCP". You now have a running DHCP server in your test rack.
