Hey,
Yes I do have a static ipv4, and I don't use ipv6.However, I did delete the 
dynamic dhcp range, and create non-dynamic, and now the dhcpd service on the 
rack controller shows as green.However, I still don't get dhcp packets answered 
by MAAS server.
Any ideas?

I don't know what vlan-5005 is.
The dhcp is running:dhcpd    18398     1  0 11:10 ?        00:00:00 dhcpd -user 
dhcpd -group dhcpd -f -q -4 -pf /run/maas/dhcp/dhcpd.pid -cf 
/var/lib/maas/dhcpd.conf -lf /var/lib/maas/dhcp/dhcpd.leases eno49
