By any chance, are these the stock earbuds with built-in microphone that came with your iPhone? If yes, is the quieter bud the one on the end of the wire with the microphone in it? I experienced the same issue with 2 sets of these earbuds. My guess is that the wire on the microphone side is susceptible to wear and tear. At first I had assumed one of my audio settings had gone funky but after checking everything, resetting the iphone, and finding that 3 other pairs of standard headphones and buds worked just fine, I took the malfunctioning Apple buds to an Apple store and they replaced them "under warranty" no questions asked.
