Hi Dona, There is an option in Pages under Table, I believe it is called Text that will allow you to access the table. I've not used this however. If this fails, you could try either TextEdit or Bean, which might help.
If either of these two do not serve your purpose, maybe the spreadsheet application Tables will do the trick? I believe there is an option in this app in the Preferences which makes the app accessible to VoiceOver.
