This post may be old hat to some of you, but I thought I should share it in 
case it is useful.
I recently figured out that iCloud was not my mac's default storage location 
for new contacts. It was puzzling to me that I'd add a contact on the Mac and 
not see any mention of them on my iPod.
It turns out that iCloud is a separate account, in Address Book at least, and 
possibly other APple apps as well. Anything you don't explicitly create or move 
there isn't synced. It's now my default and only place to store contacts, 
sidestepping the problem of two devices and making iTunes contacts sync 
unnecessary.
So, to sum up, you can either create contacts on the mac, or create them in 
iCloud. You can move them to iCloud with the standard command-x and command-v 
shortcuts, as if you were editing a document. You can also set iCloud as your 
default account if you want in Address Book preferences, so all new contacts 
created will be put in there automatically.
