Hi Matthew, To disable use of TrackPad Commander with VoiceOver, press the VO keys (Control+Option), and make the rotor gesture with two fingers turning counterclockwise on the trackpad. To enable it again, press VO keys and do the rotor in the clockwise gesture. This is for recent model laptops with the built-in trackpad, or for people using the Magic Trackpad with desktop Macs or older laptops running Snow Leopard and above.
