Michael, Maybe you have too many programs running. Restarting the phone does not close them, they will all open again on restart. Double-tap the home key and bring up the app switcher. Tap and hold one of the apps until it says "editing apps". Then double-tap each app until the app switcher says "no more apps". Then close the app switcher, and restart your phone, and let us know if that helps.
