My Mac is in for repair but from memory  it is VO V to turn verbosity on and
use the left or right arrow until you get to punctuation and then use up and
down arrow to cycle through some most all or none .

If you wanted immediate access I guess you could use keyboard commander.

How do I turn punctuation on. I'm using a checkbook app and VO is not
announcing the punctuation marks. this comes in handy in those cases when
the balance goes negative and the app places parenthesis around the number.
