Hello Christo,

In TextEdit, if you want VO commands to work, you must interact with the text 
area. If you do that, then VO-FN-Up Arrow will take you up a page, and with 
Down Arrow you'll go down a page.

Here are the non VO navigation commands:
Right Arrow - moves right one character;
Left Arrow - moves left one character;
Option-Right Arrow - moves right one word;
Option-Left Arrow - moves left one word;
Command-Right Arrow - moves to the end of the line;
Command-Left Arrow - moves to the beginning of the line;
Command-Up Arrow - moves to the beginning of the document;
Command-Down Arrow - moves to the end of the document;
Option-Up Arrow - moves up one paragraph;
Option-Down Arrow - moves down a paragraph;

Holding down the Shift key with any of these commands will highlight the text.

To learn about VO commands, press VO-h-h and look at the menus.
