Hi, Yes, this is correct. This particular focus issue has been throughout betas of iOS 5.1 builds, also plaguing every one of them for the most part. It still has not been resolved, as you can tell.
I'd recommend that when you unlock the phone, wait just a second before moving to another icon. If you don't, it'll sometimes activate the icon which quickly gains focus prior to the iOS device moving to the original focused element. This bug used to be a lot more prevalent, however, so it's hopefully not as annoying anymore.
