Jail Broken only means that you install a third-party Operating System in
place of the Apple IOS, and then you can get all your apps for free, and use
some devices that previously did not work.
I don't know if you can use VoiceOver on a jail broken device, my guess is
that you can.
I have never tried it, and you would have to back up your iPod or iPhone
before doing it, and it would need to be restored before hoping for a
refund, as it will void your warranty for sure if you did not restore it to
its original OS.
I would recommend using Linux to copy the drive of the iOS device as you
will get all of the devices contents that way.
