Hi Ian, As Ann described, double tapping in the middle of a page will bring up an icon gear button that you can double tap. The Kobo settings menu should let you access a page settings page where you can specify your reading preferences. Flick right past the heading of "Page transition style" and double tap to select "scrolling". The other entries will be options like "none", "page fade", and "page curl".
Once you set up the "scrolling" option for page transition style, you'll be able to navigate through books even if you open to a cover image graphic or other non-text items without having to navigate to the table of contents. There will be a pair of "link" images at the top right and bottom right of the page, and you can double tap on either to go on to the next chapter. At the start of each chapter, there will be a pair of link images at the top left and bottom left that you use to move back to the previous chapter. And on single pages, like an inset illustration graphic, in the middle of a book, there will be pairs of "link" images on both the left and right sides of the page to let you navigate forwards or backwards. Otherwise, your reading access stops at the end of each chapter or section, and you have to use the table of contents to move forward. (Alternatively, you could toggle VoiceOver off and tap the right side of the page, then toggle VoiceOver on again.) HTH.
