Hi, I've had this happen with netgear routers. Basically the developers haven't built accessibility into the app so voiceover can't recognise the various controls on the screen.
To explain further. Apple has several things pre-defined. So if I, as a developer, want a menu bar, text box etc I can just use Apple's ones. However sometimes people either don't use the pre-made ones or they don't enable accessibility. This results in the behaviour you're seeing. If you can, plug the device into the machine via ethernet. It probably has an IP of something like 192.168.1.1 192.168.0.1 192.168.1.254 (there are others) but if you navigate to that there *might* be a web interface you can use. Best of luck, those things can be awkward.
