go to the accounts list which is a table, interact and hit vo shift end to get tot eh log in options. then stop interacting. You will see a use voice over at log on check box. if it is dimmed unlock your prefs by checking that box or pushing the click lock to make changes and enter in your admin and password. then try checking the box, then lock the prefs. You do not have to do this last stop but I'm a paranoid so I do.
