hey,
I have ios 6.1, my personal hotspot is still on the main settings screen under 
bluetooth. I know my provider doesn't change the hotspot capabilities since 
they say they can't remove or alter anything in the phone so I'm not too sure 
how it works when you have to go to the provider to have ur personal hotspot 
show up. anyway, its still main screen 4th item from the top.
airplane mode
wifi
bluetooth
personal hotspot.
