To answer my own query you have to reduce Voiceover  verbosity to medium.
i am not sure if this will have any other consequences. I had previously gone 
through the verbosity table settings manually and I had previously looked at 
Verbosity settings  but  I could not find an element in the table which 
appeared to  correspond to new line or carriage return.

Nevertheless reducing verbosity globally from High to medium has done the 
trick. 

My own view is that this should either be the default setting or be more 
clearly highlighted in the Verbosity table settings.
 
Still it is a great relief to read emails  more naturally. I should  be able to 
read  longer documents on the Mac now.
